Reaching building control
Emfuleni's Building Control Department: phone 016 065 0900, weekdays 07:45 to 16:15. We found no plan submission procedure online. Its occupancy certificate form says those applications can be delivered by hand, by post or electronically.
What it costs
Emfuleni's 2025/26 building fees (effective 1 July 2025) are a total fee per 50 m² band of floor area, for new buildings and additions, measured at every floor level. We could not find the 2026/27 schedule online, and the fee sheet does not say whether VAT is included.

Occupancy certificate
Emfuleni's request form says the certificate is issued within 14 days after an approved final inspection and receipt of all documents. (Section 14 of the Act counts 14 days from the owner's written request.) The form asks for the electrical, structural, fire, energy and glazing, plumbing and ventilation certificates, SANS Form 4, and sign-off from the departments it lists.
