Zoning comes first
Adding the rooms is a building-plans question. Renting them out is a zoning question. Many residential stands are zoned for one dwelling, and each council has its own rules for second dwellings, the number of rooms and parking. Some of these need a consent use or a rezoning, which a town planner handles before the plans are submitted.
