How plans are submitted
Tshwane launched NAPS, its New Applications Processing System, on the e-Tshwane portal in December 2024. Through it, plans for building approval, demolition, site development plans, rezoning and additional dwelling houses can be submitted online. You need a municipal account number to register on e-Tshwane.
At launch the city said NAPS would start in Region 1 (Akasia and Soshanguve) and Region 4 (Centurion), with the other regions to follow once connectivity and hardware were in place. We found no newer statement on the rollout, so check with the city for your region before you assume either way.

What it costs
Tshwane's building plan fees are in Schedule 16 of its tariffs, gazetted for 2025/26 (VAT included). We found no 2026/27 building plan schedule on the city's tariff page when we checked.

Walls up to 2.1 m, pergolas, swimming pools and other unroofed structures are not counted in the floor area, so for those the minimum fee is what applies. Fees are paid on submission and are not refundable, except where the city miscalculated the fee.

The Tshwane e-GIS viewer lets you search by erf, street address or township and see the zoning layer: e-gis003.tshwane.gov.za. The viewer is indicative. The official zoning certificate comes from the city.
How long it takes
The Act gives the city 30 days to decide on plans under 500 m² and 60 days for larger ones, counted from receipt of the application. A 2025 statement relayed by ActionSA says NAPS cut the average for residential plans under 500 m² from 30 days to 14 days in Regions 1 and 4. We found no official measured figure for 2026.
