What the law treats them as
Rooms built or converted to rent out are dwelling units or rooms to let. Each one has to meet the rules for habitable rooms (light, ventilation, fire separation, sanitation), and the stand's zoning has to allow the number of units. That usually means checking, and often applying for, the land use rights first.
The steps
- Check the zoning certificate: how many dwellings, coverage, parking.
- If the zoning does not allow it, a town planner applies for the rights.
- Plans drawn and approved.
- Build, with the council's inspections.
- Occupancy certificate before tenants move in. Occupying a building without one is an offence under section 14 of the Act.
