The building regulations list an aviary of up to 20 m² as minor building work. The building control officer can authorise it without full plans. Johannesburg includes aviaries under 20 m² on its minor works exemption list. Bigger than 20 m², it needs plans. Noise and smell rules are separate municipal by-laws.
