Do I need building plans for a pergola?

Nationally a pergola needs neither plans nor an application, but Johannesburg still asks for a motivation letter and sketch. It must stay open: add a solid roof and it becomes an extension.

The rule

"Any pergola" is minor building work, and Regulation A2 exempts pergolas from both plans and the application to the council. The definition sets no size limit.

Where it stops being a pergola

Solid roof sheeting, glazing or enclosed sides turn it into a roofed structure or a room, and the normal plan rules apply. Johannesburg still lists pergolas on its exemption list, handled by a motivation letter, so check with your council if it is large or near a boundary.
